I wrote this program out of frustration while trying to find a locale-agnostic way to get the current datetime stamp for use in NT batch files. Maybe there's a way that doesn't require a custom executable, but this is was my solution.
 ECHODTM
 Used to pass DTM stamp YYYYMMDDhhmmss to CMD.exe via
   interactive:
    for /F "delims=" %a in ('echodtm') do set DTMSTAMP=%a
   batch:
    for /F "delims=" %%a in ('echodtm') do set DTMSTAMP=%%a
